Website Terms of Use
Terms governing access to Warriors Remembrance & Research Foundation websites, databases, research resources, digital memorials, maps, and historical information.
Terms Governing Use of WRRF Digital Resources
These Website Terms of Use (“Terms”) govern access to and use of the websites, databases, search systems, digital memorials, maps, applications, research resources, records, photographs, publications, and other digital services operated or provided by Warriors Remembrance Foundation, Inc., DBA Warriors Remembrance & Research Foundation (“WRRF,” “Foundation,” “we,” “us,” or “our”), including remember4veterans.com, the Veterans of Texas Legacy Project, and associated WRRF digital services (collectively, the “Site”).
By accessing, browsing, searching, submitting information to, or otherwise using the Site, you acknowledge that you have read and understand these Terms and agree to comply with them to the extent enforceable under applicable law. If you do not agree with these Terms, discontinue use of the Site.
Purpose, Scope & Historical Information
Purpose of the Site
WRRF is a nonprofit organization dedicated to honoring veterans, preserving their legacies, serving veterans and their families, and inspiring future generations.
The Site supports WRRF's charitable mission by providing historical, educational, genealogical, commemorative, preservation, research, and public-information resources relating to veterans, military service, cemeteries, burial locations, military history, remembrance, and related subjects.
Unless expressly stated otherwise, information and resources provided through the Site are intended primarily for historical research, education, genealogy, remembrance, cemetery research, scholarship, journalism, family history, and other lawful noncommercial purposes.
Definitions
“Site” means remember4veterans.com and any WRRF-operated webpage, database, application, search system, digital memorial, map, interface, service, or other digital resource governed by these Terms.
“Site Content” means information, text, photographs, images, graphics, records, documents, maps, coordinates, data, metadata, research, narratives, memorials, database entries, software interfaces, designs, publications, and other material displayed or made available through the Site.
“WRRF Content” means Site Content in which WRRF owns or controls applicable intellectual-property or contractual rights.
“WRRF Data” means information collected, researched, organized, structured, enhanced, indexed, classified, coordinated, or presented by WRRF as part of its databases and research systems, subject to the separate legal status of individual underlying facts and source materials.
“Database” includes the Veterans of Texas Legacy Project and other searchable or structured collections of information maintained by WRRF.
“User” or “you” means any individual, organization, business, institution, automated system, or other person or entity accessing or using the Site.
Educational and Historical Nature of Information
WRRF conducts extensive historical and genealogical research. Information may originate from military records, governmental databases, cemetery and burial records, archives, historical publications, newspapers, obituaries, family records, photographs, genealogical resources, public records, third-party sources, volunteer research, community submissions, and WRRF's independent research.
Historical records may be incomplete, damaged, inconsistent, incorrectly indexed or transcribed, outdated, contradictory, or unavailable. Different sources may contain conflicting names, dates, ranks, units, service periods, burial locations, relationships, military classifications, or other information.
Site information should therefore be treated as a historical and educational research resource rather than a guaranteed official determination.
No Inference From Inclusion or Exclusion
Inclusion within a WRRF resource does not necessarily constitute an official governmental determination. Likewise, absence from a WRRF database does not establish that an individual was not a veteran, did not participate in a conflict, did not receive an award, is not buried at a location, or that a cemetery contains no additional veterans.
WRRF databases are continually researched, corrected, expanded, and improved.
Independent Verification
Users should independently verify material information before relying upon it for legal proceedings, governmental applications, military-record corrections, benefits applications, genealogical certification, publication, property determinations, cemetery administration, or other consequential purposes.
Data, Databases & Intellectual Property
Veterans of Texas Legacy Project
The Veterans of Texas Legacy Project is a WRRF historical and educational initiative designed to identify, research, document, connect, preserve, and make discoverable information concerning veterans associated with Texas.
The Project represents a substantial charitable investment in research, technology, organization, preservation, volunteer service, data development, and historical documentation.
Ownership of Underlying Historical Facts
WRRF recognizes that facts themselves may not be subject to copyright protection and that many governmental and historical records may be in the public domain or owned by third parties.
WRRF does not claim exclusive ownership of an underlying historical fact merely because WRRF researched, discovered, verified, indexed, organized, or displays that fact.
WRRF Original Content and Compilations
WRRF may possess intellectual-property rights in original historical narratives, biographies, service stories, research summaries, photographs, graphics, publications, maps, website text, educational materials, software, database structures, original selection or arrangement of information, research classifications, digital memorial presentations, branding, and other original works.
Data Provenance and Mixed-Source Records
A single WRRF profile may combine government records, family-supplied photographs, third-party cemetery information, public-domain military information, original WRRF research, original photographs, and original service narratives.
Displaying these components together does not change their underlying legal status. WRRF reserves the rights it possesses in its original contributions while recognizing applicable rights held by others.
Permitted and Restricted Use
Limited License for Site Use
WRRF grants users a limited, revocable, nonexclusive, nontransferable right to access publicly available portions of the Site for lawful personal, educational, historical, genealogical, commemorative, scholarly, journalistic, and other reasonable noncommercial purposes.
Reasonable Personal and Educational Use
Reasonable uses may include researching a family member, printing an individual veteran profile for family use, citing WRRF in academic or historical research, sharing links to WRRF memorials, using limited excerpts in legitimate journalism, and similar mission-consistent uses.
Attribution
When WRRF-created research, original content, or database information is lawfully quoted or referenced, reasonable attribution should be provided where practicable.

Commercial Use Restrictions
Except where expressly authorized in writing or otherwise permitted by law, WRRF Content and WRRF databases may not be systematically reproduced, extracted, repackaged, sold, licensed, sublicensed, syndicated, monetized, or commercially exploited.
- selling WRRF-created research;
- reselling WRRF database extracts;
- offering WRRF data through paid subscription services;
- building commercial databases substantially populated from WRRF;
- creating paid reports substantially derived from WRRF extraction;
- commercially republishing substantial collections of profiles; or
- otherwise exploiting WRRF original content for commercial gain.
No Systematic Copying or Bulk Extraction
The ability to view information through the Site does not constitute permission to acquire the underlying dataset.
Users may not systematically download, copy, harvest, extract, reproduce, mirror, export, aggregate, archive, or collect substantial portions of WRRF databases or Site Content except where authorized or legally permitted.
Automated Access, Technology & Artificial Intelligence
Scraping, Crawling, Robots and Automated Access
Except for ordinary indexing by legitimate public search engines or where expressly authorized, users may not employ web scrapers, spiders, crawlers, robots, bots, scripts, automated browsers, harvesting software, extraction systems, or similar technology to systematically retrieve Site Content.
Users may not bypass rate limits, technical controls, authentication, access restrictions, or robots directives.
API and Technical Access
No public webpage, network request, browser endpoint, data feed, API-like interface, JavaScript resource, or other technical interface should be interpreted as granting unrestricted access merely because it can technically be accessed.
Artificial Intelligence and Machine Learning
These Terms do not prohibit reasonable use of limited WRRF information with artificial-intelligence tools for legitimate personal, educational, historical, accessibility, or research purposes.
However, systematic acquisition of substantial WRRF Content for training, fine-tuning, embedding databases, commercial retrieval systems, model development, benchmarking, synthetic dataset generation, or commercial AI-data licensing is prohibited without authorization or another lawful basis.
Competing Databases and Services
Nothing prevents another person from independently researching veterans or compiling independently sourced historical facts. Access to WRRF does not, however, authorize systematic appropriation of WRRF's original research, protected content, or protectable compilation elements to create or populate a competing database or commercial service.
Prohibited Conduct
- violating applicable law;
- infringing intellectual-property rights;
- introducing malicious software;
- attempting unauthorized access;
- interfering with Site operation;
- impersonating WRRF or another person;
- falsely implying WRRF endorsement;
- harvesting contact information for marketing; or
- misusing information concerning veterans or families.
Veterans, Families, Cemeteries & Historical Records
Veterans, Families and Respectful Use
Users shall not knowingly use Site information to harass, exploit, threaten, impersonate, defraud, or target veterans, surviving spouses, descendants, families, cemetery personnel, property owners, volunteers, donors, or others.
Deceased Persons and Historical Information
WRRF seeks to present information concerning deceased individuals respectfully and accurately while recognizing the legitimate public interest in military, genealogical, cemetery, and historical research.
Cemetery Information and Private Property
Cemetery names, burial locations, maps, plot information, coordinates, photographs, or directions do not establish that a property is open to the public or that WRRF has authority to grant access.
Maps, Coordinates and Geographic Information
Maps, coordinates, plot locations, boundaries, driving information, and other location data are provided for historical and informational purposes and may be approximate, incomplete, outdated, or inaccurate.
Historical Terminology
Historical records may contain terminology, classifications, racial designations, military terminology, medical terminology, geographic names, or other language reflecting the period in which an original record was created. WRRF may preserve original terminology for documentary accuracy.
Corrections and Record Updates
WRRF welcomes credible corrections and additional documentation. WRRF may request supporting evidence and retains editorial discretion concerning the organization, sourcing, annotation, correction, and presentation of historical information.
Submissions, Third-Party Content & Branding
User and Family Submissions
Users may voluntarily provide photographs, military documents, family histories, biographies, corrections, stories, research, cemetery information, or other materials.
Unless otherwise agreed in writing, submitters retain whatever ownership rights they possess but grant WRRF a nonexclusive, worldwide, royalty-free license to preserve, reproduce, digitize, archive, format, display, publish, and use submitted material for WRRF's nonprofit historical, educational, research, preservation, and commemorative purposes.
Submission of Original Documents
Users should submit digital copies rather than irreplaceable original historical documents unless WRRF specifically agrees to receive an original.
Third-Party and Licensed Content
Certain Site Content may belong to third parties or be displayed under permission, license, fair use, or another legal basis. Users receive no additional rights in third-party content merely because WRRF displays it.
Government and Public-Domain Materials
WRRF does not claim copyright ownership over public-domain material itself. WRRF may nevertheless possess rights in original narratives, annotations, research, photographs, graphics, classifications, database organization, or other original contributions surrounding such materials.
Trademarks, Names and Branding
WRRF names, logos, program names, insignia, graphics, slogans, and associated branding may not be used in a manner likely to falsely suggest sponsorship, endorsement, partnership, approval, or affiliation.
Copyright and Rights Concerns
Rights holders who believe Site material infringes their rights may contact WRRF with sufficient information to identify the work, disputed material, location, asserted rights, and contact information.
Nothing in this section represents that WRRF has designated an agent under 17 U.S.C. § 512 unless WRRF separately completes applicable designation requirements.
Privacy
Use of the Site may also be governed by WRRF's Privacy Policy. These Terms govern Site use; the Privacy Policy governs applicable practices concerning personal information.
Third-Party Websites and Services
Links to governmental agencies, archives, cemeteries, genealogical resources, nonprofits, educational institutions, commercial services, and other third parties do not necessarily constitute endorsement or partnership.
No Governmental Affiliation
Unless expressly stated for a particular partnership or activity, WRRF is an independent nonprofit organization and is not an agency or component of the Department of Veterans Affairs, Department of Defense, National Cemetery Administration, National Archives, Texas Veterans Commission, Texas General Land Office, Veterans Land Board, United States Armed Forces, or another governmental entity.
No Professional Advice
Site Content does not constitute legal, medical, mental-health, financial, tax, investment, surveying, title, governmental, or professional advice. Information concerning benefits, military records, or governmental programs should be verified with the responsible agency.
Site Operation, Disclaimers & Legal Terms
Website Availability
WRRF does not guarantee uninterrupted Site availability and may modify, suspend, reorganize, restrict, or discontinue portions of the Site.
Security and Technical Integrity
Users may not attempt to compromise Site security through unauthorized penetration testing, vulnerability exploitation, credential attacks, malicious code, denial-of-service activity, bypassing access controls, or unauthorized modification.
Access Restriction and Termination
WRRF may restrict, throttle, suspend, or block access when it reasonably believes access violates these Terms, threatens security, materially burdens infrastructure, involves unauthorized extraction, infringes rights, or involves fraud or abuse.
Disclaimer of Warranties
TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, THE SITE, DATABASES, SITE CONTENT, RESEARCH, MAPS, RECORDS, SEARCH RESULTS, AND SERVICES ARE PROVIDED “AS IS” AND “AS AVAILABLE.”
WRRF makes no representation or warranty that Site Content will be completely accurate, complete, current, error-free, continuously available, suitable for a particular purpose, or sufficient to establish an official determination.
Limitation of Liability
TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, WRRF AND ITS DIRECTORS, OFFICERS, VOLUNTEERS, REPRESENTATIVES, CONTRACTORS, SERVICE PROVIDERS, AND AFFILIATES SHALL NOT BE LIABLE FOR INDIRECT, INCIDENTAL, CONSEQUENTIAL, SPECIAL, EXEMPLARY, OR PUNITIVE DAMAGES ARISING FROM USE OF OR RELIANCE UPON THE SITE OR SITE CONTENT.
User Responsibility
Users are responsible for their own use of Site Content, independently verifying consequential information, and complying with applicable copyright, privacy, property, cemetery, access, contractual, and other laws.
Indemnification
To the extent permitted by law, users who use the Site in violation of these Terms or applicable law agree to be responsible for claims, losses, liabilities, damages, and reasonable costs arising directly from their unlawful or unauthorized conduct.
Permission and Licensing Requests
Organizations, publishers, researchers, educational institutions, technology companies, genealogical services, media organizations, and others seeking broader uses may request written permission or a separate data-use agreement.
Reservation of Rights
Except for limited permissions expressly granted by these Terms or rights independently provided by law, WRRF reserves all rights it possesses in the Site, WRRF Content, original research, software, branding, and protectable database elements.
Changes to These Terms
WRRF may revise these Terms as its programs, technology, databases, legal obligations, or services evolve. Revised Terms become effective when posted unless another effective date is stated.
Governing Law
These Terms shall be governed by applicable federal law and the laws of the State of Texas, without regard to conflict-of-law principles except where another law is required to apply.
Jurisdiction and Venue
Subject to applicable law and rights that cannot lawfully be waived, disputes arising from these Terms or use of the Site shall be brought in a court of competent jurisdiction having authority over the dispute.
Severability
If any provision is determined to be unlawful, invalid, or unenforceable, that provision shall be interpreted or limited to the maximum extent legally permissible and the remaining provisions shall continue in effect.
No Waiver
WRRF's failure to enforce a provision on one occasion does not constitute a waiver of that provision or its right to enforce it later.
Assignment
Users may not transfer rights granted under these Terms in a manner that circumvents applicable restrictions. WRRF may assign its rights and obligations in connection with a lawful organizational restructuring or successor nonprofit arrangement.
Headings
Section headings are provided for organization and convenience and do not independently limit or expand the substantive meaning of these Terms.
Entire Agreement and Additional Terms
These Terms, together with the Privacy Policy and additional terms expressly applicable to particular WRRF services, constitute the terms governing use of applicable Site services.
Survival
Provisions concerning intellectual property, data-use restrictions, submitted-material licenses, disclaimers, limitations of liability, indemnification, governing law, and other provisions that by their nature should continue shall survive termination of Site access to the extent permitted by law.
